Doctoral Studies for EU students

Citizens of European Union Member States, the European Economic Area (EEA), and the Swiss Confederation, as well as British citizens and their family members benefiting from the Withdrawal Agreement of the United Kingdom from the European Union (2019/C 384 I/01), may apply for doctoral studies under the same conditions as Romanian citizens, including tuition fee regulations.

Eligibility

Applicants must meet the following conditions:

  • Hold a Master's degree or an equivalent qualification.
  • Accumulate at least 300 ECTS credits from undergraduate and master studies combined.
  • Former doctoral students who were expelled may participate in a new admission competition only for tuition-fee places.

* Graduates of long-duration higher education programs (5–6 years) completed before the Bologna system are considered equivalent to holding a master's degree and may apply directly to doctoral studies.

* Candidates may apply for a doctoral field regardless of the field of their previous studies.

Recognition of Studies Completed Abroad

Romanian and EU candidates who completed their studies outside Romania must obtain a Recognition Certificate issued by the National Centre for the Recognition and Equivalence of Diplomas (CNRED) within the Ministry of Education. More information is available on the CNRED website: www.cnred.edu.ro Candidates who studied abroad cannot be admitted without this recognition certificate.

Candidates must submit their application file online, between January – September, through the admission platform: admitere.pub.ro

Documents for Applying

The application file must include:

  • Registration request (Annex 2 from Methodology)
  • Curriculum Vitae
  • List of published works
  • Documents copied and certified as true to the original (originals will be required when signing the doctoral study contract):
    • graduation diplomas (bachelor's, master's, long-cycle studies)
    • diploma supplements (bachelor's, master's)
    • high school diploma (Baccalaureate)
    • birth certificate
    • marriage certificate or proof of name change (if applicable)
  • Proof of payment of the registration fee
  • Copy of identity card/identity document
  • Declaration stating that the candidate has not previously benefited from a state-funded doctoral place (Annex 4 from Methodology)
  • PhD research proposal (Annex 5 from Methodology)
  • Letter of recommendation from an expert in the field

Admission Calendar – 2026

  • 15 September 2026 – Application deadline
  • 16 September 2026 – Candidate evaluation (interview, PhD proposal assessment, etc.)
  • 16 September 2026 – 16:00 – Intermediate results published
  • 17 September 2026 – Appeals submission
  • 18 September 2026 – Final results published
  • 21 September 2026 – Enrollment (Stage I)
  • 21 September 2026 – 16:00 – Reallocation of candidates (tuition → state-funded places)
  • 22 September 2026 – Updated admission lists published
  • 23 September 2026 – Signing of doctoral study contracts
